There are a variety of options to mitigate the costs for attending the center, but some options are dependent on financial need. We will discuss all options with new members and their families to the center, provide a packet of information and applications for review and facilitate the process as needed. It may be confusing or overwhelming, but we will provide information and help guide you through the process.
Western Connecticut Area Agency on Aging (WCAAA): This is a non-profit organization that can help individuals pay to attend the center. It’s a short-term assistance program while the application process is completed for long-term assistance (CCCI). WCAAA receives their funding from grants and private donations. Amy is credentialed with all three types of programs within WCAAA and each one have eligibility requirements:
CT Home Care Program for Elders (CHCPE) is a program designed to help older persons remain safely in their home rather than nursing home placement. Applicants must meet level of care requirements through a needs based evaluation, be able to live independently with program support and may need to qualify for Medicaid.
National Family Caregiver Support Program (NFCSP) is a program designed to assist the caregiver care for their relative (but not a parent) of the care recipient aged 60 or older and caring full time for an adult with disabilities. The caregiver must be helping someone who has difficulty performing activities of daily living. Both the caregiver and the care recipient must be residents of Connecticut.
Connecticut Statewide Respite Care Program (CRSCP) is a program designed to offer relief for caregivers of person diagnosed with Alzheimer’s disease or irreversible dementia by way of services offered through agencies or a self-directed care option. The caregiver must be providing ongoing, unpaid care and demonstrate a need for temporary relief from caregiving duties. Both the caregiver and the care recipient must be residents of Connecticut. Eligibility may vary based. On the availability of funding and local resources.
Connecticut Community Care Inc. (CCCI): To enroll in this program is more complex than WCAAA. The process and determination take a while. CCCI will review the assets of the member age 65 or older, be a Connecticut resident and require help with activities of daily living. It begins with a 3–4-hour interview that includes a review of bank statements or other assets. A caseworker will visit the home and evaluate the individual that will be needing care. This is a Medicaid waiver program with a lookback period of seven years. When a person is on Medicaid, money is allotted to the person for equipment or care in the home, meals on wheels, nursing home, or adult day. The center provides meals so if the member also receives Meals on Wheels at home, it may be considered double dipping. The program is under the authority of the State of CT Department of Social Services. All hours charged for the adult day are submitted by the center directly to CCCI for reimbursement to NWCT Adult Day.
Private Pay: Those members who may not qualify for financial assistance are invoiced directly by the center.
Long Term Care insurance: If you have this type of insurance, the Adult Day center will submit for payment directly. It may fully cover the cost of the center. All long-term policies vary. Please check your policy prior to enrollment at the center.
Litchfield Health and Wellness Resources (LHWR): A family may be eligible for financial support if needs-based requirements are met. This is for a temporary reprieve while the other options for support are being filed. There is an application process that is completed through referral by NWCT Adult Day to LHWR. All hours charged for the adult day is submitted by the center directly to LHWR for reimbursement to NWCT Adult Day. This support is available for Litchfield residents only.
If the person served in the military, the Veteran’s Association may be a good source for payment; there may be funds available for them to come to the center. To qualify, the veteran must be seen annually by a VA doctor for evaluation and determination. Every person in the military is assigned a case worker. If the individual does not know who their case worker is, Amy can assist. The case worker will use a scoring process for an in-home evaluation to determine the number of hours they would qualify for assistance in attending the center.
One last piece of information that I would like to share is a one-time $500/year given through the Alzheimer’s Association. To qualify, there must be a diagnosis of some type of dementia or Alzheimer’s disease. The details are included in the application.
